Blacksmith shader was available for those who preordered Call of duty: advanced warfare. Both cod: aw and destiny were published my Activision so this makes sense. The shader is called "Blacksmith" because that was the code name for cod: aw in early production
Because that's one of the perks of being around longer, having access to older stuff. Besides that the Blacksmith shader wasn't worth the money, you really aren't missing out, there's so many better in game shaders.
