I think Bungie expected it to be a test of skill. Pitting skill against skill. Instead, it's a matter of getting kills in the easiest ways you can. Such is the nature of gaming communities. As seems to be the running theme with this game, the ideas are neat, the potential is there, but the execution is absolutely shocking.
