None because she's not a guardian. She's just a complete and utter badass... Stuck in the reef mostly because she made a bad call in war like some do.

The city and reef awoken are pretty much different subspecies. She nor any other reef awoken are gaurdians. That's why the queen says "open the reef to the gaurdians" and why they despise us so much in the first cutscene with them.
