Why not, it was in fallout 3 and new vegas, if you didnt want to you didnt have to use it and if you wanted an extra challenge then you could use it. I am always for the increasing of our options so that everyone can enjoy the game how they want.

Me too, but I would like to see a customizable version, for instance I could turn of parts of it like the fact that ammo weighs well weight, that ONE thing was why I never played hardcore mode, simply because I had to carry so much ammunition for when I went out on an "expedition" I used at least(if I played hardcore mode) 150 pounds of ammo because I play one hard and I'm level 48 which basically gets level 50 scaling and that made it hard to carry a reserve big enough for me to feel safe if I used an lmg, a weapon that requires a few thousand rounds for a long journey, I cleared out vault 3 with one and used 1500 rounds on normal with Rex and cass with a brush gun and plenty of ammo, 1500 rounds is about 75 pounds of ammo that's a lot

Ya extra customization would be nice, but some how i dont think that feature will get fine tuning customization. The hardcore mode definitely favours the melee skill set, that way you dont have to waist space with ammo (unlike the normal game mode where i found regular guns to work best since it gives you safe range, power, and ammo ways nothing so by the later game you dont even have to worry about running out of ammo that is on you).
