Actually, I think its a matter of if they have armor and you nova bomb them, when it hits it still thinks they have armor and leaves them low.

I wasnt sure what affected it. I use shattered in pvp for more area of effect. My warlock is my least used character. At least I know now :-)

Also, shatter is weird like that. I dont quite understand but thats just a theory
