Skolas hasn't escaped from the prison of elders yet which means there's no way he escaped the nine. There's a grimoire card where the queens brother talks to an agent of the nine bringing "tidings from beyond" and he seems like he has something important to say.

Xur is not one of them he is one of their agents. Grimoire isn't completely clear what they are, overall they are either warminds or Jovian colonies that made a deal with the darkness to survive.
