Is exploiting the final round perk on snipers considered cheating?

It's use of a planned mechanic. If they were to ban Final Round, might as well ban Exotics, Raid gear and both the Prison AND Trails gear. There is a reason why Trails and Iron Banner have all stats at 100%. Slipping between collision data and kill zones is not a made mechanic but an oversight that will get you booted from any game. Final Round is a mechanic that may not spotlight in NM Crucible but will in HM Crucible. As is intended. Just learn how to combat a sniper and then learn to combat a sniper.

Anything like that is fine it's the cheaters like lag switching,jumping off the side of the map in skirmish and other idiotic things.

Jumping off the side is more punishable than someone who purposely empties their sniper to get a one shot kill?? Hmm

so a tactical choice to waste special ammo (which is more scarce now) to get one shot and then a crappy reload time is punishable as cheating? Last round on snipers (read legacy E Spear with 12 rounds max ammo and starting with like 6 or something) is an impractical annoyance that is easily countered by true skill

Yes but bungie put it in the game.if you read the help section under reporting cheaters it will give you more details on the matter. I use snipers all the time in trials without final round and I do just fine.
