Everyone's sick of all the Thorn posts. Awesome. I get it. Now that is out of the way...
The two biggest complaints I've observed about Thorn is the DoT and the scout rifle (almost sniper) range it has.
Whether we want it or not, we know that some kind of change is coming for Thorn. There're too many complaints for Bungie to just ignore it.
Rather than nerf the damage and damage reduction due to range, here are two solutions, one that addresses each problem.
The DoT - What if they made it so the DoT couldn't take you past 1hp? It would require the aggressor with Thorn to have to finish off the victim. The DoT still puts the victim at a distinct disadvantage but it still allows for a counterattack.
The range - Why not give Thorn a tight cone of possible trajectories for the bullet? Make it so it is accurate close to mid range but less accurate at mid to long. However, don't change the current damage drop off due to range.
Thoughts?
Edit: A few people suggested that the DoT should end if the Thorn user is killed. I think that might be a better solution.

An idea I have is that the dot should only trigger on headshots and will turn off after following up with a body shot.
