No Elder Cipher when bounties full is not patched
I completed Skolas with bounties full. I didn't get an elder cipher. After rereading the patch notes and word from other victims, I rebeat Skolas but still didn't get an elder cipher. WTF bungie?!?

What did I just read! It's RNG! They patched it where you could [b][u]never[/u][/b] get it when your bounties are full. Now you have a chance

It's RNG, even if you got it and your bounties were full, it would still show up on the side, they patched it so it prob goes to your post master if you get one.

Maybe just don't go into something with full items? (Bounties, ships, emblems, etc) like, you must've known that it happens, why fall into the same dumb s&@& that you know happens? It's almost like you deserve it... Smh

I got my bounties full and didnt see it drop, however when i went to the reef it showed me the 3 guns and said i gotta wait to get them
