Received 2 bounties, only got the chance to choose one weapon and it has assigned both bounties to the same weapon, I went in to PoE to redeem queens cipher, used the treasure key, and received nothing.

You should be more worried about when you actully Pick a weapon at the end (you choose your weapon at the end)

I would but I did not recieve the Queens cipher from the chest

I heard the queens cipher isn't guaranteed from the first treasure chest you open with a key, it's basically luck.
