I was in the same boat, missed out on ice breaker, due to no internet when I moved. Was grinding and grinding, with all the weekly's, nightfall and raids, finally got my ice breaker the weekend before House of wolves during Atheon hard and another one from nightfall on the day of house of wolves expansion. Just keep at it, jump on the forums do raids and PoE, if you have multiple characters grind away with them, use your treasure key on at least 32 PoE chest if not 34. Luck will def turn in your favor.

Yeah that happens to me as well, from what I'm being told, per character, you can only get one exotic from the treasure chest per week on PoE, so use your key once at the PoE chest on the highest lvl you can do, 34 or 35 preferably, but I did get a ghorn on 32, but once you use your key on a character, no matter what lvl if you use it again you won't get an exotic anymore until the weekly reset. Also RNG can screw you and not get an exotic, but it's rare. So per character use one treasure key on the highest lvl PoE and hope for the best really.
