Level doesn't matter in crucible. Also IB just has the "more ammo" perks and crucible perks.

Yes, you sure did. Level does not matter in crucible. And we are on a thread discussing IB. So maybe you can see why many who are on the thread are wondering why IB gear doesn't set you up for 34 yet, considering you'll likely need to take down plenty of 34s to get it.
