Well variks does sell weapons but when you open the chest u have a chance for new primary weapons with element damage so yes you need keys. I know people that have spent days trying to get a key and only get like one or two. Im agree with this post

Here is proof that you don't need a key to get judgment primary burn weapons. Go to about 14:46 and look at the bottom left of the screen. You will see holtzmann got a six dreg pride II which is a primary burn weapon because putting a II next to it makes it have a burn.

No to get primary judgment burn weapons all you need to do is beat skolas and you have a chance of getting them as a drop from skolas, you don't need to use a treasure key

There is a difference even between my characters. My Warlock and Titan get them pretty frequently. My Hunter only got her second one from chest farming, just yesterday.
