It's called RNG. You can't just open two packages and call it quits. It's never a guaranteed piece of gear.

Vanguard leveling did guarantee legendary item pre HoW

No way, after 150ish faction packages I can tell you over a hundred didn't have a legendary (excluding ascendants)

Vanguard did, not faction. Faction could give legendary items sometimes but mostly it was ascendant crap. But vanguard DID give you guaranteed legendary, Bungie confirmed it and I always got something. Remember, VANGUARD, you're thinking of faction.
