Personally the only time I see it's utility is a Sniper or a HandCannon like Ill Will (coupled with LitC/Smallbore...reduces mag to 5). It's nasty.

I guess, I still think it is very unreliable and that other perks are better

It's definitely limited that's for sure. I personally prefer synergistic perks for the last spot. Reload/One Man Army/Grenadier/etc.
