I dont think its bad. There are tons of guaranteed ways to get them. I have received 14 etheric light so far. 5 of which still in my vault cause I dont know what I need to level I mean I leveled 2 pairs of boots for hunter already cause i picked wrong ones at first and have upgraded weapons like swordbreaker as well. If you have 3 characters you can get 2 per character doing PoE 34 and 35. You can get 3 per character doing ToO. Thats 15 guaranteed that you can get per week with extra chances in nightfall and whatnot. Also while running you need less and less. Between vendors for ToO and PoE you could get chest and arms already upgraded. Exotic helm and all you need is 1 etheric light on boots. Plus you can do judgement chance which can get you more gear or you can get more gear already upgraded from ToO as well. I have full set of PoE gear on titan except chest where i can have the trials chest. Also its the first week. It took me 2 1/2 months to get the gear from VoG to reach level 30 even though i raided every week all 3 characters
