Level 28 doesn't drop end game gear which etheric light is. The level 32 isn't even meant to drop etheric light either. Crucible should not be a means to get etheric light either, that's what trials is for. Doing the story is completely irrelevant to getting etheric light. It's something everyone will do so why would you get end game gear from it?
