There is a Blade of Crota in the Fist of Crota story mission on Earth. You'll have to go to orbit or let yourself get killed to do it multiple times, but that's how you fulfill that bounty.

Yeah it is. And I kinda miss having the Blades on patrol. But at least it's possible to do the bounty.
