I've got the new hunter helmet and Hunter boots. Helmet is currently equipped. Haven't seen a soul with the vesta dynasty yet.

I mean more along the lines that I don't really like the color of the cloak and wish to change it with other shaders

Ah okay. It seems as though none of the cloaks change colors with this DLC. Weird.

It comes out of the chest at the end of the prison. Got mine at 32, but pretty sure it can drop at any level after 28.

Must be a random drop, I didn't get it from 32 but I'll keep trying

It is a random drop, just how all the other raid cloaks are. You'll get it at some point :)
