Its not though, it was a BS excuse from Bungie. Adding multiple pages would solve the issue, but that's too much effort for them.

I'm sure if adding multiple pages were that easy they would've done it. So either A.) multiple pages is harder than it sounds, or B.) it cost too much (Activision gave them a budget for all four games instead of just one at a time, so they'll spend as little of their budget as they can so the next three games won't be underfunded)

Notice that I said effort. They have a deadline and adding multiple pages would take some work and tweaking, which simply isn't on their schedule. As someone who knows a considerable amount about game design, adding anything is hard.

Exactly. Like I said, easy fix, but implementing something complex into a live game is no cakewalk. So it's not last gen's fault, it's that Bungie doesn't have the resources and its not on their schedule right now, because they have to meet deadlines.
