Nechrochasm is s fun weapon to use as long as you use it right. Keep in mind that this is a close range weapon.
In crucible it actually has one of the fastest TTK. The cursed thrall explosion is very helpful in control. Double kills are pretty common.

You mean shotgun range? Well, there are guns with a lower ttk: shotguns!

Yes, yes, I've heard about its fast time-to-kill, but it truly means little. Time-to-kill does NOT account for Range, Stability, Magazine Size, nor Reload Speed. While Necrochasm has a fast Reload Speed and decent Stability, its Range and Magazine Size are abysmal.

That's where "as long as you use it right" and "keep in mind that this is a close range weapon" come in.

There's the problem, right there. Do you see it? No, not there, more to the left. There it is! Necrochasm is a RAID EXOTIC, I can't stress this enough. It's a Raid Exotic with an arduous and time-consuming questline. It takes a LOT of time and effort to obtain this gun. First, you have to be lucky enough to get Husk of the Pit from a Blade of Crota, which has a very low drop rate. Second, you have to murder approximately 500 Hive. Third, you have to become Rank Three with Eris, and then buy the item you need and THEN you can upgrade it to Eidolon Ally. Fourth, you have to upgrade it normally, and then slaughter a shit ton of more Hive with it. Finally, you have to defeat Hard Crota AND be lucky enough for it to drop, especially considering it has one of the LOWEST drop rates in Destiny. A weapon that takes this much should NOT be restricted to "using it right".

Every other exotic weapon has a certain way to use it to maximize its potential. Patience in time is a really bad shotgun, invective is a really bad sniper rifle, ect. Sorry you don't realize this, you really are missing out on a great weapon.

Explain Vex Mythoclast then. How about Thorn? The Last Word? These weapons can be used at nearly ANY Range and still be EXTREMELY powerful. To use Time-to-Kill against you, The Last Word, assuming all shots are headshots, has a faster time-to-kill than ANY Machine Gun. Is that truly fair, especially considering the glitch that allows for the bonus precision damage while aiming down sights?
