So, just to confirm, this ends the debate on engrams?
An engram from before these new cool chests will always produce old dlc items because they are encoded not to produce a specific item but from a specific -pool- of items?

Yes, until the DLC release. On the 19th regular engrams will likely drop DLC gear.

If you have a Cryptarch Package in your postmaster that came before the Queen Bounties, before the DLC, and you open it up after the realease of HoW, will the engrams that you obtain from the package yield HoW items when you decrypt them? I think they will, because after all, you are obtaining a new engram after the DLC drops, but I just want to get some clarification on this thought.

Yes. Any engrams that you have that did not come from the chests dealing with the House of Wolves will yield armor/weapons from BEFORE HoW. Engrams from those chests and AFTER THE DLC ARRIVES will yield NEW DLC armor/weapons.
