So, is Etheric Light available to find now and just not able to be applied to ascend gear, or is it not in the loot table until the 19th?

Seriously? read the patch notes. At least on that point they got it right.

Yes seriously, the wording of the sentence is sufficiently vague to give rise to my question. The sentence can be construed as "etheric light is not available until the 19th" OR "etheric light is available before the 19th but cannot be applied until the 19th".
