It means a delay in the patch that was supposed to release the 11th. Not a delay on HoW.

If the patch doesn't make it out by this Tuesday, HOW is delayed you friggin id10t :p

Oh really I had no idea [spoiler]no shit...[/spoiler] Obviously they will be doing everything possible to push it out before the 19th. They haven't said anything about delaying HoW. So obviously they are still planning on Tuesday.
