The update will come with the HOW expansion. I'd bet a lot on this. I think the reason it is delayed is the change from the Swords of Crota to the new fallen baddies. They're not willing to give us this before the release of HOW imo and if they let us download it, the new baddies will spawn wherever they're supposed to and this will ruin the release for them.
