I suspect that's only part if it. to me, it sounds like you will no longer get free ammo by letting IB recharge and switching to another secondary. Example: arc burn Nightfall, patience and time equiped, use all ammo, switch to IB, recharge ammo, switch back to P&T get 12 free rounds. I think this is what they are changing.
