Well, it has taken them 5 months to fix 1 perk on the black hammer

You may find that the perk was either fixed early and held off or that it was only recently looked at so they could focus on completing HoW. Do keep in mind that the team is split as they are working on Destiny 2 so they don't have 100% man power focused on one game, it's split between 2 games, and 1 of those games have the team split between multiple DLC
