There are legendaries that are clearly better than an exotic (fatebringer being one that everyone would use). So it is not a clear cut always equip an exotic.. I feel like it should be a natural progression to eventually be able to equip all slots with an exotic. It has the potential to create truly unique game play and diversity between the classes. For example: You have a Hunter with mask of the 3rd man, Lucky Raspberries, Don't Touch Me and Radiant Dance Machines. You would have a blade dancer that has enhanced arcbolt, moves faster, has potential to have high invisibility options and extended super time(which can easily be countered by the other classes supers). especially if transmog ever becomes a thing. this would be fantastic. I understand people will say that it is "too much". To that I say 'PVE Who cares if your guardian is "too awesome" and for PVP... limit it to the same thing that it is. the system is different anyways"
