It's way to get it is based off a RNG item. So, no, not everyone can own it.

I've gotten that bounty three times in two days. I'm sure everyone can get it. It's meant to be brought up. So yes everyone can own it.

Also, why Thorn should be PvP's winning formula? Everyone rocking Thorn cause for some boring PvP matches. Smh. Destiny needs to ditch exotics in PvP.

Everyone CAN have it. The key word is can. Maybe he never chose the right bounty, and if he played enough he would get it. Just do bounties.
