Titan punch is a 2 hit kill on vandals in PvE... let that sink in

So is the warlock and hunter melee and the titan's melee doesn't start the cool down till it get the kill unlike the other 2 classes

Really the knife is a one one shot if you hit them in the head and Storm fist is meant to apply extra damage so it is burned on contact. Force barrier procs only on kills and it doesn't provide extra damage. So the question is why does the titan have equal damage on a melee that is meant to provide more damage (storm fist) and why does he have harder conditions to proc effects on his melee attacks compared to other classes?
