I think this is a great idea. Thorn could still two shot if you play smart but wouldn't be quite as cheap. My problem with thorn is that it makes all other hand cannons except TLW obsolete. Sure Timur's lash could potentially two shot someone or always three shot someone. But then you have to use a hand cannon with a much slower ROF. So why use a lash that can sometimes two shot and always three shot when I can use thorn which kills in the exact same amount of shots but with much higher ROF. This change would still allow two shots from thorn, a user would just have to wait for the damage to tick completely before the second shot.
