I was a 30 when I had to kill him, and I managed with trash legendaries and one extra person who didn't know at all what to do. Use a grenade after you take down his shield, it'll give you a second to reload maybe

Do you have armamentareium (or however the hell you spell it)?

Equip it and use the lightning grenades then, it'll give you an extra bit of damage to his shield and then hammer away with everything else. What system you on?
