Say I am level 31, do not do the current raids.
Can I advance to levels that would allow completion of level 32 PoE without playing lvl 32 and completing it?
Do we expect house of wolves story content to get us to 32? Or will lvl 28 PoE drop atheric light.

I doubt HoW story content will get you to level 32. But the new vendor gear will get you to level 32, so you can buy armour if you need it. Level 28 PoE will NOT drop Etheric Light unless you get crazy lucky...

I received 3 legendary engram turned to armour to reach almost 32 for one character so far (as two of them were legs). It is faster to do it with vender gear if you have points or PoE lvl 32 runs which have slightly higher chance of getting you an armour .. to reach rank 33 and 34 you need to run higher lvl of PoE or Trials. PS: Trails are suppose to have even higher chance of armour or weapon drops then PoE
