What? How on Earth is this a good balance? None of the good gear is going to be at level 28. People who want matchmaking are still being left out in the cold just like they were with Raid. Having optional matchmaking for all the levels would have been a good balance that lets everyone get what they want. This is just a slap in the face to majority of the playerbase that chose not to Raid.

The matchmaking level gives people a chance to friend players based on the performance in that event rather than blindly thru LFG

Heh, actually I am part of a clan and most of them left after TDB, that's how much of a screw up it is. HoW looked like it might fix the problems with TDB, but no, Bungie couldn't commit to actually fixing all the issues. They had to shoot themselves in the foot somehow, it's the story of Destiny.
