Hawkmoon is slower than all of the other powerful exotics like Thorn/Vex/RD/TLW even with a 2hsk. And it's like what, 40% chance? It also has less range than Thorn.
I usually get the first shot of before someone knows I hit them. I also have a 54 percent headshot kill ratio with it, but that's mainly after getting a 126 or a 168, I'll go for just a body.

Getting the first shot with any weapon gives a huge advantage with the low TtK in Destiny. Even ARs can kill faster than handcannons if they shot at an enemy that wasn't firing at them.
Compare to TLW and thorn its ttk is lower, but it is the most accurate out of the three for headshots. And if you're accurate, you'll preform the best with this gun imo.

Now the aim assist between thorn and hawkmoon are almost similar with a difference of 10 of thorn being higher (which is minuscule difference when in actual play). But, factoring the lower fire rate of hawkmoon, it allows the reticle more time to settle back to original position.
Now the underlined part is true by all means, but this is the part where the preference comes in. This very reason is why some people prefer slower firing snipers over higher firing ones.
