It's a prison. So they locked up cabal and Hive just as we lock up all kinds of people.

This should be bloody easy if we're getting all the elders in one place. Imagine if we had the youthful energetic ones!

I'm thinking the Prison of Elders isn't the conventional prison we thought it was. It's entirely possible that it's just an exile realm where the Queen's Fallen house sends their vanquished enemies.
