Before the initial Auto Rifle nerfs Hardlight was actually really damn good.
Maybe if they buff ARs again it will be more commonly used.

It still needed a buff even before the auto-rifle nerf, as it's always been a bit underwhelming as far as Exotics go; the Volatile Light perk is basically just a combination of Armor-Piercing Rounds and Skip Rounds, and the latter has got to be the most useless perk in the game.
