I'd go for tracking over proximity.
What if it's near the target, if they move they are immediately out of the range.
I'd like it better of instead of a solar flare it has a burn or ignite and the smallest hit from the radius burns you and nearby people, which can stack.
Or
That the flare sticks, similar to a fusion grenade, it'll stay on that target burning slowly, but dealing less damage per tick.

Didn't see them, they didn't appear till of recent. I just would throw out the idea of tracking and proximity, but the higher Javelin amount is nice. However I'd take a flare buff over that. Bigger flare, Ignite damage, it's a fu[i]c[/i]king ball of fire...

Sorry for my douchebagness, and that I'll take it a step further You put the wrong accent Mark over the u people do often, it's the arrow shape. Not ú or ü or even ù it's û, people say it doesn't matter but one If these can change an entire sentence, or mess up a translation/pronunciation.
