I have a red neck neighbour who does the dumbest things to piss us off but he never quite crosses the line for us to call the cops. For example I have a small dog, he has a pretty big one that doesn't seem trained and when I'm out walking mine he will just let the dog run at us. I have to pick my dog up and cuss him out. Just the other day a raccoon or something got into the garbage on garbage day and somehow a few chicken bones made their way onto our deck where we let the dogs out in the morning. I suspect it was him. They play loud music in the middle of the night. The list goes on, what should I do?

Ask him over for dinner or a beer or something, talk to him some see if maybe y'all actually get along. If he's anything like I imagine a good man to man talk is something he'd respect, but he could just be an ass. If ya do, asking him to change what he's doing will be easy. If ya dont, things get much more difficult.
