Is there any gun can "kick" off lvl 30 Phalanx shield?
I know I can critical hit even their shield up front. But I really like to hit them hard and make them shield off. However if they are at level 30 I can never be able to do so.
Is it possible ?

It is possible. Angry modifier not so much, but anything else totally doable. A good sniper bullet to the leg or shoulder is guaranteed (often kills them though so a moot point). High impact scouts will do it as well. .
