Is there any gun can "kick" off lvl 30 Phalanx shield?
I know I can critical hit even their shield up front. But I really like to hit them hard and make them shield off. However if they are at level 30 I can never be able to do so.
Is it possible ?

If Angry modifier is on they will never ever stagger. Note that stagger occurs when you do enough damage within a certain time frame. If, for example, you're using your lvl 27 Warlock you have a rather big damage penalty so stagger is harder to achieve even if you shoot the same number of bullets it took to stagger using your lvl 30.
