I don't see a problem with doing the same with rares as long as there's some type of catch. I don't think Bungie is going to read this, let alone implement it anyways. P.S i'm only referring to armor, NOT weapons. Then it would be too easy.

If is a small upgrade to put then to a legendary level like 27 33 this mighty work

You'd still need the drops so just as easy as upgrading leg gear.
