Have you thought that maybe you can only upgrade your old raid armor to 33 in order to compete in PoE and ToO to obtain 34 from the armor that you'll receive in those events. This would be bungies way of keeping our hard earned raid gear relevant instead of just offering higher gear for sale at tower vendors like they did wit TDB.
