You mistake MMO where there are multiple end game gears with this where the difference in gear is what raid it is geared towards and that is all. This won't break the game if you have to play through end game content to get it. The game was broken when the PVE weapons were nerfed due to PVP balancing and effectively made useless. The exotics are for the most part a joke and need to be buffed across the board. Things will be fine wait till reveal tomorrow.
