I think they won't introduce a new moon/planet in HoW. I just think it's old Russia with all the snow. I know I'm being pessimistic, but what are the odds of bungee including an entire new planet/moon to explore?

Well a lot of it is already developed, they're just deciding to release it as "DLC". You can see the Reef and Saturn, fully rendered in one of their E3 videos from 2013.
