I bought my first one, the second and third dropped in crota raid.

I earned mine. The second time xur sold icebreaker, I bought it with hard earned coins

Got my first through VOG 2 days before xur sold it. Bought 1 from xur and got another one from nightfall the nxt reset. So 3 in less than a week

You only earn through xur, everything else is random luck I.e RNG
