No it wouldn't be a good idea for one we have the forums correct? Recruitment post are all over the joint, if they had matchmaking for RAIDS it wouldn't be good, you would have lvl 28's in the CROTA fight on normal. The whole team might run for the sword, they might not talk / join party, they will not shoot the boss or even help in that manner, it's not a bad idea but Why would they do that if the forums work just as well.
+If you get a full team of lvl 28 on CROTA normal they won't be able to damage him at all. And VoG don't even get me started with that.

Of course level would be a factor like how other content in the game is level locked. And maybe people new to crota might run for the sword but they'd learn, some people actually enjoy teaching people or helping first timers through. And yes the forums exist but they are a throw of the dice only once have I had to boot a super annoying person picked up from the forums, but plenty of the people I play with don't have access to a phone capable of running the app or don't have a CPU to access the site or view the forums as the metaphorical basement of the trolls. It's a suggestion to open the later content up to a wider audience which from doing first timer Vog runs can be rewarding, when you see those users online running it on three times on three 32's a month later with their own team after months of solo play.

Than how would they make a Bungie account you need a phone or a pic to do so

Internet explorer on the dashboard which on a 360 wouldn't be accessible in game. The point is to suggest an in-game option to streamline it.

If the forums are such a effective tool why does less than half ever finished a raid

Don't see your point

19% have ever completed a raid relying on the forums
