HoW: why not give the raid AND prison of elders?

All of the talk has been about why we aren't getting a raid, and with no information why from Bungie (other than "we have been humbled by the raid reception...") people have assumed a lot and filled in gaps with guesswork surrounding the 19% that have actually completed a raid. My question is why couldn't Bungie release BOTH the Prison of Elders and the raid? The raid obviously had to be completed by now and in final testing, and if the conjecture about not having enough people that complete that content is the underlying reason, why not appease both? If it was a matter of resources needing to be diverted from raid development to another type of game play it would be understandable for something being talked about farther into the future. But a release that is a few weeks away already had to have the content completed by now. So it is pretty obvious both the originally planned HoW raid AND the Prison of Elders is already done. Why not launch both and make everyone happy? Even if the raid was along the lines of Dark Below (not as good as the VOG), who cares? It only affects 19% of the players after all... EDIT: Great discussion... I appreciate all the feedback and some of you gave some good insight into reasons why, etc. One additional add-on i wanted to point to: We are having this discussion because of a lack of direction and clear communication by Bungie. You stop rumors and assumptions with clear facts and commitments. Too much innuendo or cloak and dagger tactics that are meant to entice and keep people interested often backfires and creates backlash. I like that they finally laid out a communication plan for April that shows what they will reveal each week (great move, and I too am excited at what the Prison of Elders might bring), but frankly the churn up to this point in many many topics (roadmap of the franchise, weapon balancing back and forth pretty much at the whim of the community, etc), points to an organization that doesn't have its own North Star anymore and is taking it week by week, day by day. This started as a franchise that would be a game changer (pun intended!), and the Vault of Glass delivered in spades! Truly an inspired piece of art/activity/gameplay in a direction that everyone just followed along waiting to see the next bit of surprise/wonder. Lately they have done so much talking about listening to the community they've been bogged down in trying to make everyone happy with minor tweaks and have lost the vision they originally had. Granted, that vision has to make money and sell copies, so some diverting on direction is needed, but for many months all we get is back and forth gun nerfs, tweaks to bugs that aren't that big a deal really in the big picture regardless of how many people whine about Croata doing this or that. Whether it is a key resource leaving the company, a bad publisher, or whatever, this ship lost something along the way and needs a rudder quickly, one with a backbone to stay the course and change the genre without bailing at the first sign of user feedback or we are going to be left with another COD regen for the masses... Thanks for listening... and yes I will still be playing and paying for everything they do in Comet and beyond.
