THINK ABOUT IT.
Edit: Now that people have thought about it, I want to make it clear that I am alluding to the possibility that Bungie is focusing on new end game content to bring players back who didn't want to/like raiding.
Bungie doesn't want people only playing Destiny because the like grinding the raid. Even though it may piss people off in the short term, they want "omnivore" players;

We should all take a breath and realize there is another raid coming, and perhaps this new end game content will be different and awesome.

I would love to know where the 19.7% number comes from. Is it taking into account all of the players that played the demo but didn't buy? Are the players that are too low level to participate still used in that number calculation? What about the people that are pvp only? There are way too many variables to hang your hat on a number without being given the metrics used to calculate the number.
