Same thing has happened to me a couple of times in doubles and skirmish. Here is what I suggest to prevent spawn locking:
-Equip an armor piece that gives grenade energy on spawn like Voidfang Vestments and Lucky Raspberry. Then choose a nice one hit grenade like fusion, scatter, magnetic, trip mine, etc. Free trade every time!
-Shotguns are absolutely necessary! Unless you are Faze Jesus, you will not land that quickscope. High impact and rate of fire is preferred. A good example is Judgment IV.
-Although it is tempting to hit the guy right in front of you, try to get the guy in the background first. In these kind of teams a downed member will more likely than not whine for a res. This is an opening to escape. While they're getting revived, take out the guy in front and then bolt for it.
-Mobility> survivability. Blink is great and for my titan brethren catapult is probably your best option. Even flame shield falls under solar wind so you can get some personal space.
That's all that comes to mind. It's terrible that there has to be a whole strategy for this, but until Destiny can figure out a way to prevent this without breaking Skirmish, it's all we have.
